THE POSITION

The Watershed Resources Specialist assists with the overall protection, operation, and maintenance of the Los Vaqueros Watershed and adjacent District owned lands (19,380 acres, including a 1,500- acre reservoir).  This position is located at the Los Vaqueros Reservoir in Brentwood, CA (Northern Calif.) and provides managerial and supervisory support to the Watershed Superintendent. This position is responsible for maintaining land stewardship by protecting valuable natural and cultural resources; implementing environmental mitigation programs and ensuring compliance with environmental commitments; performing resource protection and management activities. Candidate will also manage contracts with consultants and vendors who provide environmental services, and will manage watershed-related agreements with agencies such as California Department of Fish and Game and US Fish and Wildlife Service.  The candidate will supervise three technical staff involved in various aspects of environmental monitoring and watershed protection. In addition, the District is preparing to expand the existing reservoir beginning in 2011 to help meet CALFED Program objectives and serve the water quality and water reliability needs of the Bay Area. The project is an important component of California’s long-term plan to fix the San Francisco Bay/Sacramento-San Joaquin Delta (Bay-Delta) ecosystem, while effectively meeting the needs of the millions who depend on the Delta for water.

QUALIFICATIONS

Possession of a Bachelor’s degree from an accredited college or university with major course work in watershed management, environmental protection, natural resources administration, wildlife management, forestry, or biological/ zoological sciences and four years of experience in wildland resource management with an emphasis on the administration of natural resource protection and/or conducting environmental mitigation studies.  Additional experience may include environmental protection, land stewardship, land use administration, resource management, wildland fire protection, and wildland law enforcement.  Candidate must have knowledge of principles of ecology, rangeland, watershed, wildland recreation, wildlife, fisheries, forestry and natural resource or agricultural sciences and management.  Candidate must be in possession of, or have the ability to obtain, a valid California driver's license, receive a certification of completion for CPR and first aid within 6 months of date of hire, and a certification of completion of PC 832 “A” Powers of Arrest Course within 12 months of date of hire. The successful candidate must also pass a criminal background check.

      THE POSITION

The Senior Watershed Resource Specialist has responsibility for managing the District’s Los Vaqueros Watershed and adjacent District owned lands (18,500 acres, including a 100,000 acre foot reservoir).  In this position you will be responsible for  managing recreation programs; planning, organizing, developing, supervising, and implementing Watershed Management programs including Range, Natural Resources Restoration, and Recreational programs conducted on District Watershed Lands including developed recreation areas and trails.  In addition, this position is responsible for managing the land, infrastructure and facilities within the Watershed, developing and implementing grazing leases, the law enforcement contract with the sheriff, the biological monitoring contracts, pest control contracts, the recreation operation and maintenance contract, and supervising the public safety requirements on the Watershed. This position is also responsible to address fire and public safety issues and emergency preparedness planning.

QUALIFICATIONS

Candidates should possess eight years of relevant experience, such as experience in management of land and natural resources; management of staff with increasing responsibility for strategy, budget, and implementation; environmental management; and/or familiarity with outdoor recreation operations, land maintenance, and emergency response. A Bachelor’s degree with major course work in land and natural resource management, biology, forestry, range management, zoology, management or a closely related field is required.  A Master’s degree is highly desirable.  A PC 832 “A” – Power of Arrest Course and Certification is required at time of hire or within six months of date of hire.  A valid California driver’s license is also required. The successful candidate must pass a criminal background check and pre-employment physical.
